A small Angelina County community at the heart of Sam Rayburn country. Zavalla sits right on the western shore and is the closest community to the most productive fishing sections of the lake. Army Corps of Engineers Ownership
Sam Rayburn is a U.S. Army Corps of Engineers project. The Corps owns the land to the normal pool elevation line — meaning all dock and pier construction, shoreline clearing, and over-water improvements require Corps permits. Angelina National Forest Adjacency
Much of Sam Rayburn's shoreline borders the Angelina National Forest.
